I've seen black and white date codes. This looks authentic to me.

Doesn't mean that it's been fixed by Canon. I've seen brand new lenses that have a stamped code. The 9999 thing is strange though, and could be a refurb, but all repairs where the mount has been replaced that I've seen, just leave a blank rubber ring, no code at all.
