it is a joke. You will never know what the fed can do to you.
You may think it's a joke but you have to understand that security, police, the military and OHS all work under the mindset of "Never Again / Not on My Watch."
The onus (as unfair as it might be) is on photographers to avoid appearing to be doing something illicit or untoward.
And before anyone spouts off, I've read all the posts regarding terrorists using cell phone cameras and not dSLRs with white lenses and 15lb tripods...
You have to pick your battles and if you're just out screwing around taking snapshots in the vicinity of what could be considered a sensitive area, then you do so at your own risk and the smart play is shut it, pack it and move on.
Now if your doing something commercially or the project is going to put food on your table, that's a different argument and you and/or your client should work to obtain permission/access/permits, whatever, in adavnce.
