This was the process in lightroom
Recovery= 100, fill light= 100, blacks= drag to right about 24-30,
contrast= 100, clarity= 100, vibrance= 100, saturation= drag all the way to left and then back just until it starts to add color back,
vignette= amountwas 100, midtone was 20, then decrease the exposure until it looks the way you want. I just googled dave hill effects and found this.
