Are you pointing out the lens or the omnibounce? Because i dont see whats wrong? The 100-400 can do 100mm too, and the closest focus distance is 1.8 meters. The omnibounce helps spreading the light on your subject. So i dont see how hes wasting flash power at all.

Just kidding. Why would you think using a light modifier is "wasting flash power" though? Pictures don't always look right with a naked flash head on, you know. ;)

My guess is a fill, as catchlight with an omnibounce sounds unlikely?

Well, that diffuser doesn't get much love on POTN. Lots of people hate it, stating it does nothing but reducing your flash efficiency.

Some prefer using that modifiers to hold AA batteries or misc accessories in the bag ;)
