Looking for my first lighting setup

So I've been shooting with a 430 EX attached to my hot shoe and am looking to learn off-camera flash. I don't have any room for a studio, so I guess I'll be taking still lifes, outdoor pictures, and pictures of people indoors in non-studio settings (such as around my house).

My budget is about $400. I was considering a few options.

1. Getting a Speedlite 580EX (and using it as a controller) for about $336 and an umbrella kit for about $100 (totaling about $440).

2. Getting this lighting kit I found at a local photo store for about $250 with umbrellas and stands (it doesn't come with strobes, some other kind of flash I forgot the name, but it's more powerful). And if that is there anything else crucial that I can get with the money i save?

3. Something else I'm not thinking of.

Or get Skyports and use the existing flash off the camera. Cost is about $150.

I'd want more info about #2 before I could give an opinion. If it's not strobes it's probably constant lights, which put out WAY less light than strobes. That's why they're cheaper. They make people sweat and squint.

If you do get a 580 the Canon battery pack is great.
