Just FYI, I do have no problem paying for a permit :D What I have a problem with is paying for a permit so I can shoot photos but not be allowed to share them. Maybe they got mad I have not got any lotto tickets last year?

I bet an idiot or someone with a ego trip thinking he is doing a good thing answered the phone or my dad may have miss understood them, or they think I am doing this for commercial. Yeah... I wish I could get paid for my work :)

They probably didn't think anyone would call them up to ask if they could take pictures at a state park unless they were wondering about commercial photography. I likely would have thought the exact same thing.

Derek,

Thanks for posting that link. I take away this key "portion" of the rules/policies:

A permit is required for any commercial filming. Commercial filming is defined as digital or film recording of a visual image or sound recording by a person, business, or other entity for a market audience, such as for a documentary, television or feature film, advertisement, or similar project. Under P.L. 106-206 all commercial filming requires a permit and is subject to a location fee and cost recovery.

What State Park is this? I'm in Colorado and have never been hassled at any parks, State or National. I also can't think of any State Park that costs $60 to enter unless you are purchasing a pass that is good at all of them (Annual Pass is $60 and good for unlimited entry to all State Parks for a year - of course it's going to be more expensive - I have no problem with them as if you go more than 6 times in a year to any of them it pays for itself). Normal daily passes should be around $6 for most of them.

Your $60. fee is for an annual pass http://parks.state.co.us/ParksPasses/ (external link) , and as referenced in other posts willing to bet the bank that the photography issue is indeed related to commercial photography which is common in most if not all parks, i.e. prohibited without permit and fee.

Thanks for the link.
I am starting to suspect they thought I was going to be doing commercial work.

I am kind of eye balling Cherry Creek State Park. I am a bit confused by the pricing though... is the fee per car or per person? I never been to a state park before so this is all new to me

So what happens if you decide that you want to sell some of your images to a stock agency?

Why would the government care? They're not for profit.

We called and asked.
I don't have a state pass and now I don't think I want one

Why in the world would you call and ask? Who does that?

I can't say for sure for CO, but in every state I've been to a state or national park in, the fee is for a car-load.

Quite the opposite, actually. ;)

I think it really pertains to doing an all out shoot or production type of deal. Bringing models in or products (cars, etc). Emptying out an entire parking lot or picnic area to have your shoot type of thing. Not for hiking around snapping photos, regardless of what you are doing with the images. It is more a paperwork type of thing and regulating the use of the park that may interfere with others enjoyment or impact the park in some way.

I think you've hit the nail on the head regarding the "commercial" permit.

As for the need for it, paperwork wise, it also indemnifies the park, the national park service, the department of the interior and the federal gubmint against lawsuits in the event a model twists an ankle or an assistant gets eaten by a bear.

It's a "dotted Ts and crossed Is" thing...

Although the government always wants more money, the people don't get more themselves akin to the private sector. But I can't disagree the government with arbitrarily nickel and dime us.

That didn't sound right as I read it again. I meant that the government operates in a way to lose as much money as it possibly can. I'm surprised that there's any red ink left in the world as much debt as the US government has piled up in the last hundred or so years. ;)

Actually, there's one little corner of the federal world that actually makes money:

The "Bone Yard" at Davis-Monthan AFB in Tucson, AZ.

For every dollar it takes to operate, they make $2.50 cents back off selling aircraft parts and scrap metal. If only we could sell parts of politicians or recycle them as scrap too... ;)

Fees at Cherry Creek (from this link: http://parks.state.co.us/Parks/CherryCreek/Fees/ (external link))

Park Pass required on all vehicles.

Self Service Pass: Year-round at all entrances when no gate attendant on duty for Daily Park Pass only. Please always come prepared with exact change or check. Price same as Daily Parks Pass.

Daily Parks Pass: $8 May 1st - September 30th
$7 October 1st - April 30th

Self Service and Daily Park Pass fees include the Cherry Creek Basin Water Quality Authority fee of $1.00.

Yearly Parks Pass: $63 (including $3.00 Cherry Creek Basin Water Quality Authority decal). New for 2008, this pass is valid for 12 months from purchase date.

I went to the "About us" and "Regulations" - didn't find anything in the Regs about commercial photography, but it maybe buried in some other publication.
