Wacom intuous3 users: I have a question

I just received my 6x11 but noticed that the "active area" (the satin part) is just a sheet of some sort that is only anchored at the top. The bottom half is lifted slightly off of the plastic casing and if I turn the tablet upside down the lower half hangs.

Is this normal?

Yes. That is meant to be removable so it can be replaced when it wears.
