that white cloth i think is to wipe sweat as he is shooting from a parade. the fact that there is a camera strap on his neck, i think there is a camera in front his body and looks like he is checking something in his camera which might be on top of the bag.

IMO this is an excellent neck-strap. Don't know about the straps crossing his back though. Reviews:
