Need help with an official military photo

Hi everyone,

I just won an award at work and so I had to get an official photo taken for display in my building. The trouble is, the holiday's were obviously not good to me, and the angle of the picture makes my neck look very fat. I tried an edit, but I just don't have the skills or software to make it look good.

Can someone take a hack at an edit so it looks a bit thiner and more professional?

Did you look at your image after posting it, check your sizing.
