I have a setup that consists of one 430 EX and one 430 EX II flash that I am attempting to trigger wirelessley with a Wein Sync-Link Digital Studio Flash Trigger (external link).

I turned both of my flashes to slave mode and neither are firing (I tried on all channels and tried syncing it with the PC cord, the shoe mount, and test firing it, and it still isn't working).

Does anyone know what I'm doing wrong? Thanks in advance for any help.

You will not be able to trigger the 430EX flashes with anything other than the ST-E2 or one of Canon's flagship flashes like the 580EX (or compatible 3rd party flashes). The Wein triggering device you have is not compatible with the Canon IR wireless remote system for the EX flashes.

Sure thing.

Just as an FYI, if you hooked up an optical slave triggering device to your 430EX flashes, you would be able to use that Wein device to trigger them. This is what you'd need:

along with this:

Just know that the flashes will need to be set to manual mode because you won't be able to make use of ETTL in this setup.
