Can I balance color using a non-neutral color?

I got a helpful response last time i used this forum, so hopefully a PS whiz can help me on this weird one:
If i know a scene looked a particular color (say, pure red; 255), is there a way to balance the color using that color, similar to eyedropping a neutral white or gray part of the image?? In othere words, is there a way in Photoshop to select a pixel in an image, asign it the desired color (red), so that the rest of the image shifts according to that color change? I suppose i could keep sampling that pixel with adjustments until it hits the desired red, but i assume there has to be an easier way! Thanks for any input-S

The way to assign a certian pixal value a specific value is with the input output box in curves.

If your red is 248, 11, 9 then under curves red you enter input 248 output 255. Green input 11 output 0, blue input 9 output 0
