I've never experienced such urban poverty, but I have seen some rural poverty in Asia and their buildings do look run down but they are generally happier than the office workers here with large salaries, nice homes but huge stress.
The children had such fun with friends and without toys, so I wouldn't say it breaks my heart seeing them there. The sad thing is these people must lack the healthcare and safe water we take for granted, the kind of progress that is most important but least remembered.
