580EX II & 420EX

I have these two flash units and want the 580EX II to be on my camera and wirelessly trigger the 420EX on a light stand a few feet away. I have read Kelby's book on wireless flash firing and read the manuals but seem to be brain dead here and can not get it to work.

I set the 580 up as the master, channel 1 and set the 420 as slave channel 1 but the 520 will not trigger the 420. Can anyone help me out with this?

Is the 580 firing normally - just not the slave?

Did you turn the Ratio On @ the 580?

Are you using it indoors or outdoors? is the line of sight obstructed?

Turn the ratio on?
Using indoors and the line of sight is not obstructed.
The 480's red light "pulses" but no flash.
