Bird of Prey - ID help please!

Hi, I got this image whilst walking the other day - I apologise for the bad quality and appalling composition! It's taken wide open with the 100-400mm @ 400mm and then cropped loads so it's more of a reference shot...

The bird in question looks like a kestrel, but it was quite a bit larger and I wondered if it was something different. Any ID suggestions would be much appreciated! It was in Yorkshire, UK, if that helps...
