I have an XTI - Will be getting a 50 D later .
What lens is better ?
I want / need the 2.8 and will probably buy used or refurbished .
Since the 17-55 is designed for efs and a little more range , I am leaning towards it . But the other is an L .
IS or L ?

17-55 if you're staying on crop, no brainer. It has IS, more range and it's fabulous on 50D.

Just to reiterate the above points....17-55! The 16-35 is an excellent lens, but you could probably get a used 17-55 and a 10-22 (or sigma 10-20) for the same price. That would make more sense to me.
