I've been watching lots of tutorials about how to make eyes look better (external link) in Photoshop, and wrote a blog post rounding up some of the better ones. They how to do things like:

  • Change the color of someone’s eyes
  • Enhance the depth of the eyes
  • Make eyes more colorful & vibrant
  • Whiten eyes
  • Remove red eye
  • Remove or add catchlights
I learned a lot from them, and I thought others might like them as well. Hope that helps.

It's a great tutorial. The guy from TutCast really knows what he's talking about. He keeps saying how fake it makes the eye look, but I don't think so at all. It's probably just the resolution of the YouTube video.
