flash triggers... remote power adjustment?

I saw the SPOT project for the open source flash trigger a few days ago. One of the features lists "power output adjustable in 1/2 stops"

Silly question perhaps, but is remotely adjustable power output possible without dedicating it to a specific brand? If so, are there current commercial flash triggers out there that do this?
