Short answer, a culvert.

Long answer
In the 70's (I think) plans were afoot to dredge the estuary of the Squamish River in British Columbia and build a deepwater coal-shipping port. As part of that, they built a dike separating the estuary from the river.

Somewhere during the process, the Canadian government shut down the project and tried to return the estuary back to its esturarial form. To that end, they installed these culverts under the dike to let river water back in. The Squamish is a glacial river, which gives its water the cloudy, whitish/greenish tint that caught my attention while I was out shooting.

Here's what it looks like on the other end of that pipe.
