convince me..... 18-55mm kit to 17-50mm tamron

When you're using a flash (especially when bouncing), there's a few things to consider. First of all, when you use a flash in Av, the camera will attempt to make a "normal exposure", expecting the flash to be used for fill only. It's exposing for ambient light (hence the 1/15th).
However, when you bounce, you're basically lighting the entire scene, and can probably get away with going to manual, stopping down to F4 and 1/125th or 1/250th and lowering the ISO.
In your case, I still think you might need some ambient light, and F2.8 will help with that a lot.

thanks for the reply! Yeah, I was wondering if I should just sacrifice some of the ambient light, and maybe even go "direct" with my bounce, depending on the case...

I could get away (sometimes) with the 18-55 IS at 1/15, so I was wondering if I should avoid that exposure time at all costs, with the 17-50.

The Tamron was a nice upgrade from the kit lens. My 18-55 IS was too slow, aperture wise, for me. The Tamron 17-55 worked well. Tonight it's in a shipping box on it's way to another home, after it made room for the new 17-55 (IS) that replaced it. No question that it was a great lens, but the Canon is just better. Damn well should be, for almost $600 more. 1/15th is way too slow for me, the motion blur is atrocious, as is the camera shake. Just my style I guess.
