Just say it is a ship in a bottle. You had to fill it up, so that the ship is "cushioned" during transportation, and will be "drained" when it arrives at it's destination....

surely there is a loophole for that....

Have not looked into that....though I did read lots in the TABC regs. Don't remember that loophole in there.
