So why is the tree going, seems a shame. Are there any regulations in the US about destroying habitats.

The city is developing the area. They have stopped the development in the area until it has grown. That is progress.

Great shot of the owls. We do need a new word for what they are calling progress these days though. Real progress would be where they develop the city without disturbing the owls, worms, butterflies, and so on. ;)
