CS4 Extension Manager problem

I finally broke down and got CS4. While going through the Adobe site, I found an extension I want.... The "all tools" one. It opens the tool box so you can see all the tools rather than have 2,3, or 4 stacked and have to right click to choose.

But when I go to install it, I get a -don't have permission- flag. I am running the computer as an admin, tried to turn off the AV to install, turned off the fire wall, everything I can think of I have tried and still get the -not allowed. It is this way on both of my computers.

Any ideas?

One of two things I can think of right off the top of my head. One, some file is locked and the second (and more likely) is you installed CS4 with elevated rights in which case only Administrator will be allowed to modify the install.
