I read that capture sharpening is only very slight. It just counteracts the softening caused by the anti-aliasing filter on the sensor. So, on that basis, I don't mind using it as the starting point for pretty much all my shots. It's certainly slight enough not to be immediately noticeable (especially when the sharpening is done on the full res file).
For creative sharpening, I'll do what I can to only apply it to very specific areas of the image. I don't like the "oversharpened" look either. I'd rather things look softer rather than unnaturally sharp.
I use a web action for PS that is free. Sometimes you have to be careful that it doesn't oversharpen but it has a built in mask that helps.
