High Tide/Low Tide

I took these shots of Fort Fisher a few months apart - first two are from last December at high tide, and the third from last weekend at low tide. Seems like it's always raining or foggy when I plan to go try to get a couple of shots...

Comments, thoughts and especially Critique would be very appreciated.

1. High tide

I much prefer the second.

In the first two though, I find it a bit confusing because the water on the right is blurred, but too close to being still. I would have gone for a bit longer shutter speed to blur it with the same consistency as the water on the left.

Thanks Curiousgeorge! The exif on the first two is f/16, 3.2", iso 100 - no ND as I thought the fog was enough to slow the shutter speed down... I had one with me but didn't think it was needed. I'll try it out next time - Many thanks!
