light meter question.

OK. I know next to nothing about light meters so bear with me. Is there and incident meter that you use by inputting the iso and aperture and it tells you the shutter speed?

not sure about indecent but there is an incident meter. :)

Since shutter speed just controls how much ambient light you let in, and flashes have durations in thousandths of a second, I don't think so.

Interesting question though. I'd have to think not, but I'm no expert on light meters.

Sekonic L-358 does this in one of the ambient modes. I'd guess just about any light meter would have a similar mode.
