Hope this question is not misplaced, but does anyone know...if i were to buy a vector file from istock, would i be able to open and edit it in PS3?

It will no longer be in vector format. So, you'll be losing some of the benefits of a vector file, but that may not be a problem for you. If, for example, you are preparing artwork for your website, then it will need to end up in pixel form anyway.
