Processing Program for Someone New to DSLR

Just bought my first DSLR a couple of months ago and want to get into the post processing. Not sure which program is the most user friendly for someone new to digital photography. I've looked at LightRoom a little and I read some about Photoshop Elements. What do you folks recommend? Thanks for any input.

DPP I'd say. It's free and would give someone new to PP a good start. Or if you want to spend some money, Paint Shop or Elements seem to be popular.

What's your budget? PS Elements would be my first recommendation for someone with minimal experience in image editing/post-processing digital photos. Doesn't matter whether the camera is a DSLR or a point-n-shoot.
