I have seen many pigeons before but none that looked like this one. I have looked all over the net trying to find a picture of one looking similar to this one and didn't have any luck. I assume it's being tracked, or was someones pet, as it has a band around one of it's legs. Could it be a racing or homing pigeon? Sorry for the poor IQ, I cropped these shots quite a bit in order to bring the bird closer.

This shot is just to show the band around the leg.

Hmm, intriguing, does the band suggest a racing pigeon of some sort maybe?

I was thinking racing pigeon, as stated in the OP, but couldn't find many pictures of racing pigeons. The few I found looked different than this one. The bird seems lost and out of place around here. It just showed up a week or so ago and I've been seeing it everyday.

Was just thinking aloud really and wanted to subscribe to see what he was too :)

I can't seem to see another pic of him either, perhaps he's a funny cross-breed. But the owner seems to have cross-bred him with a breed that gets lost :D

I'm guessing that their plumage is as unique as fingerprints and its identifiable in some other way.
