I have a friend trying to remove the 488rc4 from 190xprob legs and having no luck. Any ideas? Hidden set screws or anything like that?

Yes - have him look at the underside of the platform the head sits on. There will be anywhere from 1-3 set screws preventing he head from turning. Depending on where he got the tripod from, it's also possible that a previous owner used LocTite on the threads to help ensure a no-twist attachment. If that was the case, even after backing out the set screws he might need to use a fair amount of force.

Yep, three screws need loosening/removing first. Then lock the head's ball and panning controls [I once tried removing mine without locking the panning lever and wondered why it kept spinning without coming off :o].
