I'm getting a 40D soon with the 28-135mm IS, and I'm wondering what are good lens to pair with it. I have $700 to spend, and I definitely want something with a focal length wider than 28. Any ideas?

B&H right now has a $50 instant rebate on the 17-40mm f/4L, which brings it down to $699. Could also go with the combination of 18-55 IS and 55-250 IS.

I would say either the 17-40 F4L or the Tamron 17-50 F2.8 w/ a prime of your choice (50, 85. 100) perhaps even a 70-200 F4L down the line. I say you get your camera, use it...then decide what you need. I have had the 18-55 IS and the 28-135 in the past and chucked both of them because they were not the most useful for my purposes (though many others like them.) Everybody shoots differently and likes different styles, figure yours out first. For me I got a Tamron 17-50, Speedlite 580EX, and 50mm mk I. GOODLUCK and congrats!

I am going to be different and recommend a prime. sigma 30mm 1.4 or canon 35mm f2; get one of those too.

If you want to go cheap the Tamron 17-35 under $300. It has f2.8 up to about 22mm. I like it for an occassional lens. Very sharp.

Ain't nothin but a thing.

+1. The 10-22 pairs extremely well with the 28-135 in a kit. Those two lenses were almost made to go together, seems like. I've never missed a shot because of the focal length gap between them. If budget is a concern, look to the Sigma or Tokina offerings. An ultrawide zoom is a useful addition.
