Sure IS is sick but for most of photo history people got along without it. I don't have problem shooting my AE-1 with a 200 urban photography is all about fixed objets, so if you go tele, you really get a bigger keeper rate with IS. It's not rocket science. Even if you shoot people, it's candids that don't move much.
