The 24/25fps argument is - I believe - a valid one. If you're shooting in conjunction with movie stuff, converting from 30 - 24 fps is going to be less than gratifying. 25-24 is bad enough. As for the NTSC v PAL argument, well, NTSC came first. Mechanical typewriters came first. Bias belted tyres came first. Yes, PAL is better than NTSC, but it was created as an evolutionary stage in broadcast video. And there is a better standard again, SECAM. There is a way to convert a PAL TV to display NTSC. It gets technical here. Set up a phase splitter in front of the delay line. Time it so that it inverts the phase of the burst on every second line. Set up a second phase splitter on the output of the delay-line (this might be a term unfamiliar to you NTSC chaps) and time it so that it inverts the r-y signal during display time on that every second line (a 4066 should do nicely, it did for me). NTSC lovers, welcome to the glorious world of PAL. You may also need to replace your 4.433 MHz Subcarrier crystal with a 3.58 Mhz rock. I've an old prototype around here, I'll see if I can find it.
