Tilt shift effects in PP?

Hi all, I have been watching some videos by this bloke and I love the effect he gets. Does anyone have any links to tuts on how to get a similar effect via software? I used to have a link that showed it being done in photoshop, but have lost it long ago.

I believe he uses a TS lens, but I don't have one. I'm not keen on spitting out 6000+ frames to make a movie like this either, but it would be fun to learn how to emulate single shots in PP.
