I really like the tilt-shift lenses, but at this point I just can't justify buying one. A lot of money for such a specialized lens.
Maybe I'll pick up a used 24mm t/s mark I someday...

I don't have any tilt/shift lens and i want one, but the prices is really high as you said, i can go with the old 24TS, but i feel i want the newer version only, i played with both on Photo Plus and i lean toward the version II, just i am not in rush to get it soon, start to save for next year.

For Tilt Shift fans that do not want to spend that much money on a specialized tool - I had a P6 mount Zeiss Sonnar 180/2.8 lens and a tilt P6 to EF adapter. Great fun. They also make a P6 shift to EF adapter (but not both together.) 180 is a bit long for some effects, but there are shorter lenses in the P6 line up.

I finally received mine today, 3 1/2 months after ordering it ...

Of course, the turning knob for shift operation was replaced virtually immediately with the larger one in the box :D.

First impressions:

Tried to operate the tilt without reading the manual and without looking carefully at the operational controls, so missed the lock button at first :D. It is indeed built way better than the older TS-E lenses. Quite tight rotation of the lens around its axis for changing the position of tilt vs shift, much tighter rotation of the shift orientation, very smooth focusing ring, IOW, good QC it seems. I really like the independence of tilt and shift control possibilities, unlike the older TS-Es. Just a pity that the focusing ring only allows for a fairly short turn from infinity to MFD. It could have been longer for better MF AFAIAC.

I like the fact that the lens cap has a double wall construction; that'll certainly help with the protection of the bulbous front lens element against an unfortunate knock here and there, especially considering how far the front element sticks out. I did get some worried comments about that already :D.

This thing is sharp, sharp, sharp, did I mention sharp?, when used as a regular 17 mm lens. A first quick comparison seems to show that is sharper, showing more detail in centre and corners, than the Nikkor 14-24 from 14 mm to 17 mm at comparable apertures, where the Nikkor is known to be best. It does have a little more CA in very contrasty situations, especially in OOF areas, so maybe that is longitudinal CAs, not sure yet (only taken a few shots so far).

A very small amount of tilt goes very far, and shifted to the full it is better by far in the corners than anything a Sigma 12-24 EX can produce at any focal length, I noticed. Sure, it has lower resolution in the far corners of the outside areas of the shift, but it doesn't smear the details like a Sigma 12-24 does.

Compared to the Nikkor 14-24 the TS-E 17 is quite light, and a little less bulky.

All in all, this looks like a very promising piece of equipment. I hope to do some extensive testing the upcoming week, and see if my initial findings will be confirmed :D.

Be very careful when using this lens while *drinking*!!! no lens hood to protect the front element = danger!
