I wanted to see if anyone else had this problem or maybe I'm just doing something real stupid that's causing this issue but for some reason Lightroom will not remove my EXIF data even though I am clicking the minimize Metadata in the Metadata export tab.

Anyone have any suggestions?

Minimize Metadata leaves a bit in the file but doesn't totally strip it. If you want to do that you might either need an action to use Photoshop's Save for Web or some external Exif editor to batch things through.

I'd never tried for this myself, though, so others may have more info.

Here one way it could be done (if you don't have PS): Export in tif, open in any one of dozens of applications (Irfanview, for instance) that will write bmp or some other lossless format that doesn't support EXIF, save as bmp, close, open and then save again as jpg. Delete the tif and the bmp.
