When you put somebody on the ignore list, does it also kill filter private messages from them?

Whether it's effective is another question. If they're deliberately baiting you, then it lets them see that they're getting to you. OTOH, it does leave them in a very precarious position if they continue to PM you and you subsequently report the offensive PMs to the moderators, since it leaves clear evidence that they continued messaging in defiance of your wishes, which amounts to stalking.
