Saw this today. I guess they call it a rainbow cloud or iridescent cloud. It happens when the sunlight hits a thin cloud with lots of water droplets or ice crystals. Blue sky day with only a few wispy clouds. It only lasted a few minutes and was much brighter before the time it took to get my camera.
