Had to look that up 
Here we give the roads names. Your 78 = "Waterfall Way" and as it is no Highway it is not off this road.

I started off looking at different lookout points and rocks all over NWS but couldn't find anything resembling Moonbi. Then I decided to go with your highway clue and I finally got it...
