Good Hunting. I glad you found it because it is new (April) and doesn't show on google map. Google maps only shows a satellite picture under construction about a year ago.

FYI the picture you referenced was taken on a BRIDGE across an arm of REPRESSA BILLINGS (built by the Brits in the '30s) and is part of the Rodoanel (beltway) which goes AROUND Sao Paulo.

The structure is a monument wher the portion was inagurated. It will brobably fall down when a big truck hits it...

The Rodonel is incomplete. The red section on the west has been in operation for about 5 years. The yellow section on the south inaguarated in April and will begin charging tolls next week. It allows traffic fom the interior and the south to completely by-pass SP on the way to the Port of Santos. The dotted portions pending on the north and east do not have a forecast that I know of. They are are fighting ablut right-of-way, engineering problems, and MONEY. In additon to closing the circle this would link the highway to Rio.
