I was as very pleasantly surprised by the performance of the 18-55 IS as I was disgusted by that of the 18-55.

The 55-250 IS, which I've only fairly recently acquired, is very serviceable indeed, but doesn't quite match the 18-55 IS in performance in my view, being weaker at low-light focus and suffering more CA/PF, often to the extent that I can't eliminate it with DPP.

That is not to say that I'm not satisfied with the 55-250 IS, which I am, but rather that the 18-55 IS is just that much more fantastic for its modest price.

My expierience is just the opposite between those two lenses. Most of the time I hate the 18-55 IS. Perhaps I have a bad copy and will probably send it back for a lookover.

the 18-55 IS kit lens is not a bad lens, of course it doesn't compare to the L glass but it is capable of taking some good quality photos

i would suggest sticking with the kit lens first and maybe decide to upgrade down the road, at $100 more for the kit lens there's nothing to lose

The 18-55 IS is a very sharp lens. I would definitely get it and put the money you saved towards an external flash if you are going to be using it indoors.

I really like the kit lens, it is by far one of the best price/quality zoom lens out there. although i just got Tamron 17-50mm as an upgrade, but i would still recommend people to use it as their first lens, unless they are like sport/wild life people that are willing to spend at least $500 for their first lens. But i'm pretty most people like to shoot some event, landscape pictures more, in which 18-55mm should be a cheap option as their first lens.
