It's just one of the the ancient Romans contributions to modern life.

There used to be wooden boxes mounted over the trenches on each side with bum-sized holes in. The men would sit and ponder. The ponderings were then flushed away with the water that ran underneath (and down the hillside outside). The bowls were there so that the men could rinse out the rags-on-sticks that were previously used to wipe away any troublesome ruminations.
