Manfrotto 190B ?

I just picked up a used 190B with a MOD 168 head but when I got it home I noticed that a set screw is missing form the top of the legs.The small set screw for the hieght adjustment tube is there but the larger (about 1/4")
one is missing.What is the purpose of the missing screw.

It's not missing. It's a thread for an optional accessory, to anchor what I believe is a tripod strap. I have a very old Bogen 3001 aluminum pod with the same hole in the same spot as you described.
