First fountain shot...need huge improvement help

Hello everyone. Well decided to venture out onto campus today with the tripod and landed on the fountain in the entrance of campus. I need help as I was struggling. Even at f/20 or f/22 I still could not drop the shutter speed down to blur the flowing water without blowing out the sky. If I exposed for the sky, then the shutter speed would halt the water mid air. This is about the best composition possible for this shot, the other angles have way too much busy background. So I am asking you this: is my user error to blame or am I missing some valuable equipment that must be used to pull off this shot? I would like to shoot this right around sunset for a dramatic sky, but I keep blowing it out. Any help or suggestions would be greatly appreciated. I am wanting to greatly improve my landscape skills

Maybe you could try shooting it just after the sun goes down. You will still be able to pick up alot of the sky even though it is dark since you will be using a log shutter speed.

Polarizer used? ND could help as well. Cutting the light for longer exposure, either or combi will help.

No filters were used, and the sun was behind a building off to the left side. It still was pretty bright even though direct sun was not in play.

The polarizeer will help the sky contrast and stop you down one. ND's can add more stops.

+1 on the polarizer or even a nd filter

if you don't have either one of these then you may want to change your time of day so you could slow that shutter down to capture the sky a little.
