If you want to fire a remote camera every time you fire your handheld camera, then yes, you will only need two tranceivers or one transmitter and one receiver, depending on the brand of remote you get.
If you are going to have a flash mounted on each camera, then syncing each flash to its respective camera will not be a problem. However, if you are thinking of using one flash or one bank of flashes synced to both cameras, then syncing might be a little more tricky. If set up as described in the above paragraph, i.e. handheld camera firing a remote camera, then you will only be able to sync up the flash to one of the two cameras, but not both. This is because your handheld camera will always fire before your remote camera does. (BTW, you'll need a 3rd remote unit to connect to the remote flash).
If you have a 4th remote unit in your hand and use it to simulataneously trigger the two cameras and the flash, it may be possible to sync the cameras to that single flash but it's going to be iffy. Some shots may be synced but others may not be. A PocketWizard MultiMax configured correctly will increase the syncing success rate but they're relatively expensive, especially if you need to get four units.
