I understand that I can hook one of my Cactus receivers to my camera and use it to trigger the shutter via RF. Is that true? If so, how do I do it?

That would be similar, but the 450D doesn't have the same connector on the camera end as the models listed there. It takes more like a headphone jack but smaller.

right, but if I understand it correctly his camera lacks a "PC" sync connection so he needs an adapter that has it

so then he can use a cord like this

(but I do not have a Cactus trigger so I may be misinformed!)

That flashzebra cord (external link) is not the same one as you plug into the PC port. That's for the shutter remote (RS60N3 or the TC80N3) for the XXD, XD models.

The OP has an XSi which i believe is a sub mini phone tip.

I think this is (external link) what you'll need
