Well:) Looks like there is a lot of option to choose from.
I think I would need to find some place so I can touch and feel this bags.

If I had to stick to Lowepro, I would get the lowepro vertex 100 or 200 AW.

Even vertex 100 has 25cm external width. With 20cm allowed it would be difficult to bring it onto the plane. In Europe they just take a bag and put it the frame 55 x 40 x 20 cm. If it doesn't fit you would not take it with you on the plane.

I've flown with my Vertex 200AW as cabin luggage from Heathrow many times, without any drama. Would meet all your requirements, and is a great bag.

I use my Adventure 9. It's very large, but no one has ever questioned it was a personal item. Really useful.

I might be just unlucky but I always had problems in heathrow with my hand luggage. I'm trying to avoid BA and Heathrow by any means. Worst place to be. We are lucky Eurostar is still operating :)
But checks in Brussels are also getting worst recent years. I think it would be easy to deal with Computrekker . It just 21cm . But I think I would try to take a look on Think Tank and Kata also. I really hate to have endless discussions before flight.
I was expecting to find someone using computrekeer with x0D +grip attached.
I thought it should be quite popular bag. looks like i was mistaken.
