I'm pretty sure that's a misprint... if you click through to the rest of the article it'll bring up the page for the 24-70 L USM.

I do not see IS written on the lens, nor the switches involved.

Plus the pictures clearly show the old barrel design. All new Canon lenses have a newer, more matte finish to them, and a distinctive flare when the barrel size changes, along with a more straight barrel design (see the 100L, 24L II, 15-85, new TS-E pics for examples.)
