It's leg was was completely cut to the bone, just flopping around all gross/swollen, nobody could get close enough to catch it, I called some local wildlife rescue center's and they all said, if you can catch it, you can bring it in. Eventually it's leg fell off, but I'm gessing the wound was infected and the bird didn't survive the winter, cause I haven't seen it back at the lake for about a year... If that Cormerant doesn't get help, or manage to free itself from the line, it will probly starve to death.
