Not my photo, but im very interested in how photos like this are processed, I can guess the car was lit by multiple flashes. how can i achieve the feel with the buildings?

I can't see it from work, as facebook's blocked, but you're meant to link to photos that aren't yours rather than embedding them. It's a copyright thing.

If it isn't your photo, it would be a good idea to clearly state in your post that you have been granted explicit permission from the copyright holder to post his/her photo.

its not my photo (i think i stated that in the OP), i dont know whos it is, someone had it up for their profile pic, im sure they grabbed it from some forum, who was linked to some other forum. there is no watermark either, nor do i care very much who shot the photo (actually if i knew i'd probably just ask them)

i dont know who to ask permission from.

i just want to know what kind of processing is involved in that result.

Looks to me like directional ambient light, with maybe a bit of HDR or processing to get the sky like that. There's some kind of action run across it too, not too strong, but I don't know what it is.

And perhaps a slight brown photo filter applied to the buildings and ground (car / sky masked out) to give it that overall sepiaish feel?
