lets give it a ago here.

what's generally involved in processing a photo like that? I think i know how the car is lit but how can i achieve similar effects on the building?

i guess what im trying to get at is how do i make everything look almost.. "apocalyptic"? while getting the subjects nice and bright?

layers will be your first thing. get the buildings / anything not car on the layer you want and play around with curves until it looks a bit dreary. first mess with rgb, then go into individual colors to get the exact tone you want. Also helps to take the picture on a dreary day. here's one i did that is similar what you are going for (i think).

I like that shot!

Did you paste in the sky?

Did you use flashes on the NSX?

ayers, and eraser tool..

Layer Masks are much better. I would never use the eraser because you can't go back after you've closed the file & correct small errors. See the links in:

Nah! It only looks that complicated. Just take it one step at a time.
